Administrative Development, Training and Planning Department 
Department Terms of Reference 
1.To conceptualize the organizational structure of the various sectors of the Ministry and determine the terms of reference and responsibilities according to the actual and future work needs to correct deficiencies in achieving the general policies and objectives.
2.Preparation of studies related to the simplification of work procedures in the sectors of the Ministry and review the information and forms used for their development and propose methods of implementation to ensure the efficiency of the services provided.
3.Review job titles, propose rules for classification and division of jobs, study administrative and organizational conditions, and develop criteria and forms for evaluating performance in the employment system.
4.Proposing the organization and distribution of manpower in the fields of substitution and development of the composition of manpower in accordance with public policies to achieve the best use of manpower.
5.Gather information and data related to the actual needs of the departments of the Ministry, study and analyze them in order to identify the skills and trends required to suit the specializations and needs of departments.
6.Studying the comprehensive training needs of the Ministry's employees, in coordination with the Civil Service Bureau.
7.Design and determine the training material for the proposed training programs according to the level of information, skills and approaches required.
8.To provide the concerned authorities in the Ministry of Planning with the necessary information about the Ministry's plan upon developing the State's development plans, supervise the implementation of the economic and social development goals and development plans on time and follow them up in accordance with the provisions of the resolutions and laws in force.
9.Study the objectives, policies and programs of the comprehensive development plan of the State, the implementation of the objectives and policies relevant to the Ministry and follow-up its implementation.
10.Proposing plans that achieve the main objectives of the different sectors of the Ministry in cooperation with them within the framework of the State general plan. 
11.Prepare quarterly reports on the progress of works of the departments and sections of the Ministry on follow-up implementation of the comprehensive development plan of the State to indicate the part thereof which has been achieved, obstacles encountered, and propose appropriate solutions to avoid them.
The Department consists of the Department manager, three controls nd a number of sections, as follows:

Manager of the Department of Administrative Development, Training and Planning is responsible for its work and specialized with the following: 
1.General supervision of the proper functioning of the Department.
2.The distribution of tasks to all Department personnel.
3.To verify the implementation of decisions, regulations and procedures governing the functioning of the Department
4.Supervising the implementation of the objectives of the economic and social development plan in the Ministry.
5.Setting Department objectives and policies.
6.Other work assigned to him.

Secretarial Section, and directly accountable to the Department, and specializes in the following:
1.Perform typing and photocopying work of the Department.
2.Receipt of the incoming letters and correspondence, recording them and presenting them to the manager of the Department to take appropriate action on them, with copies of them kept in the files allocated to them in the incoming mail register. 
3.Sending the communications issued by the Department inside or outside the Ministry after registration and keeping copies thereof in the outgoing mail register. 
4.Follow-up all administrative work such as supervising the official working hours of employees working in the Department and the procedures for their leave, employment status and all their transactions.
5.Coordination between the Department and the Department of Administrative Affairs in the Ministry in terms of employment conditions and administrative requirements as a liaison between the Department and the Department of Administrative Affairs and coordinates between the Department and the Department of Finance in the Ministry as a liaison between the two departments.
6.Follow-up financial works such as preparing the budget of the Department, preparing requests for disbursement and organizing the personal and organizational custodies, supervising the Department store and follow up all the financial claims related to the Department and recorded in the concerned financial records. 
7.Other works assigned to the Section. 
•Administrative Development and Organization Control, consisting of two sections;
oOrganization and Methods of Work Section, and specialized in the following:
1)To conceptualize the organizational structure of the various sectors of the Ministry and determine the terms of reference and responsibilities according to the actual and future work needs to correct deficiencies in achieving the general policies and objectives.
2)Preparation of studies related to the simplification of work procedures in the sectors of the Ministry and review the information and forms used for their development and propose methods of implementation to ensure the efficiency of the services provided.
3)Coordination with the Programs Planning Control to ensure its participation in laying down the required plan for administrative development. 
4)Other works assigned to it. 

o Employment Requirements Planning Section, specialized with the following:
1.Review job titles and propose rules for classification and division of jobs and study of administrative and organizational conditions.
2.Setting standards and forms for evaluating performance in the functional system.
3.Proposing the organization and distribution of manpower in the fields of substitution and the development of human resources in accordance with public policies to achieve the best use.
4.Other works assigned to it. 
•Training Control, consisting of four sections as follows: 
o Training Needs Assessment Section, which specializes in the following:
1.Studying the comprehensive training needs of the employees in the organizational units of the Ministry and its organizational units in coordination with the Civil Service Bureau.
2.Identifying the current situation of the relevant departments in the Ministry regarding training.
3.Gather information and data related to the actual needs of the Ministry's departments.
4.Study and analysis of information and data in order to identify the skills and trends required to suit the specializations and needs of departments.
5.Cooperation with the various departments of the Ministry on facilitating the process of identifying training needs and providing appropriate advice to departments in order to raise the level of performance.
6.Provide accurate and up-to-date information and data base on all aspects related to the identification of training needs.
7.Preparing the necessary research to identify and evaluate the effectiveness of the feasibility of determining the training needs in the Ministry.
8.Other works assigned to it. 

oTraining Programs Design Department, which specializes in the following:
1.Translate the results from the identification of training needs into training objectives (general - specific).
2.Design and determine the training material for the proposed training program according to the level of information, skills and trends required.
3.Ensuring the academic aspects of the training material through the actual practical discussion sessions derived from the nature of the trainee's work.
4.Determining the time periods required for the implementation of each program (date, duration, number, names of candidates, their job titles, the executing agency and the names of trainers) in accordance with the training objectives and the necessary tools.
5.Ensuring that the training material covers the concepts and data that fit the modern training objectives.
6.Determine the conditions necessary for enrolment in the training program and ensure the accuracy and credibility of the information and data resulting from the process of determining the actual training requirement of the Ministry in order to meet the actual training needs of the Ministry.
7.Ensure the accuracy of the implementation of the training programs according to the training plan.
8.Other work assigned to it.
 
o Program Coordination and Evaluation Section, specialized with the following:
1.Coordinating with the Ministry's sectors and bodies and the relevant bodies in the fields of training in the State to prepare and organize training courses for the employees so as to increase the efficiency of their performance.
2.Coordinating with the Civil Service Bureau on the training courses that are organized outside the country to enrol the employees whose qualifications and specialties are suitable with the subject of these courses.
3.Other works assigned to it. 
 
o Follow-up and Training Performance Section, specialized in the following:
1.Collect information and data related to the names of the training programs (administrative/technical/specialized) that represent the actual needs of the departments or those related to their candidates among employees and determine priorities according to the Ministry's current and future directions.
2.Identify the names, numbers and job names of the candidates to participate in the training programs and the proposed time periods for the training program, as well as determine the financial and human resources necessary for implementation according to the training plan and circulate them to the departments of the Ministry.
3.Ensure follow-up of the implementation of the training plan according to the proposed programs, time periods and the physical and human potentials determined for them. 
4.Determine the criteria for evaluating the effectiveness of the training plan.
5.Other work assigned to it. 
•Planning Control, consisting of two sections as follows: 
o Plan, Government Program and the Economic Path Section, specialized with the following:
1.Provide the concerned authorities in the Ministry of Planning with the necessary information about the Ministry's plan when developing the State development plans.
2.Supervise the implementation of economic and social development goals and development plans on time and follow up in accordance with the provisions of the resolutions and laws in force.
3.Study the objectives, policies and programs of the comprehensive development plan of the State and implement the objectives and policies included in the ministry and follow up their implementation.
4.Proposing plans that achieve the main objectives of the different sectors and departments of the Ministry in cooperation with them within the framework of the general plan of the State.
5.Prepare quarterly reports on the progress of work in the departments and sectors of the Ministry on following up the implementation of the comprehensive development plan of the State to illustrate the achievements and obstacles encountered, and propose appropriate solutions to avoid them.
6.Other work assigned to it.
 
o Research, Studies and Follow-up Section, specialized in the following:
1.Preparation of research, studies and reports required by the work of the Department, in order to raise the level of performance.
2.Preparing research and studies assigned to it
